Though the tradition has roots that reach back centuries into history, and there are many cities that boast a weather-predicting woodchuck, the small town of Punxsutawney, Pennsylvania has become the mecca for fans of the late-winter holiday. That's right. Not only do people tune in online and on TV to see what Phil has to say, but each year thousands also travel to Punxsutawney to witness the spectacle and Groundhog day activities in person. For those who do, Punxsutawney doesn't disappoint. Like most great festivals, it takes more than the star of the show to make it all come together. Here are just a few of the jobs that help bring the magic of the Groundhog Day celebration in Punxsutawney, PA to life each Feb. 2. Executive Director of the Punxsutawney Groundhog Club If there is a cornerstone piece to the whole puzzle of a Groundhog Day celebration, this person is it. The executive director of the PGC has the responsibility of bringing all the parts of the celebration together and then making sure it all runs smoothly. The position, currently held by Katie Donald, has to plan the events and Groundhog Day activities that happen as part of the official prognostication at Gobbler's Knob, but that's just the start. She also must think about the logistics outside of the actual event buses to handle tourists, safety plans, PR, marketing, vendors, social media, handling the official website, and more. Think of Katie's position as the choreographer of this holiday dance; she's the one who keeps everyone in step so that the finished product looks effortless. The Inner Circle If you've ever watched the Groundhog Day activities at Gobbler's Knob on television, you've probably seen them. They stand out. The Inner Circle are the guys in the elegant suits and top hats. But who are they really? The Inner Circle is a group of local dignitaries dedicated to the legend of Punxsutawney Phil. They help to bring the Groundhog Day celebration together and act as the public faces of the event. Made up entirely of volunteers, this group fully embraces the legend and the fun of the holiday. The president of the Inner Circle is the person who actually listens to Phil's prediction, spoken in the ancient language of Groundhogese. This job may sound fun, but it also comes with risk. There have been several cases, in other locations, in which weather-predicting groundhogs have taken a not-so-friendly nibble of the listener's ear. Punxsutawney Phil's Handlers Though Punxsutawney Phil only has to work one day each year for the Groundhog Day activities, he still requires year-round care. Two members of the Inner Circle are designated as Phil's handlers, which means the task of caring for the oh-so-important groundhog is up to them. This may be trickier than you'd think because Punxsutawney Phil is not your everyday woodchuck he's a serious superstar who is roughly 130 years old. Considering that the average lifespan of a groundhog is only six to eight years, this is a very delicate assignment. Not only do the handlers need to keep Phil comfortable and happy all year long, but each September they also need to give him a sip of the magic elixir that keeps his longevity going. (Before you ask, no, it doesn't work on humans. It's reported to have the opposite effect, sadly.) Phil's year-round residence is at the public library. Executive director Katie Donald says that there is a viewing window from outside and one from inside the library as well. The viewing window inside the library is in the Children's Section. The children's librarian says that Phil often will sit by the window and listen to stories while she reads them to the kids. The Mayor of Punxsutawney In some cities that have their own Groundhog Day celebrations, it's the mayor of the city who puts an ear dangerously close to the animal. But because the Inner Circle handles those kinds of official duties, that is not the case at Gobbler's Knob. So what's left for the mayor? Well, he gets to conduct the weddings that inevitably occur in Barclay Square each year during the festival. Believe it or not, each year there are several (if not dozens) of weddings for the mayor to conduct. To date, no groom has seen his shadow and ducked away for six weeks before taking the plunge. Punxsutawney Borough and Township Employees Punxsutawney, Pennsylvania is a town of approximately 6,000 residents. Each year on Feb. 2, tens of thousands of people flood to Gobbler's Knob to see Phil and the announcement. That's a big influx of people for a small town to handle. That means that public employees such as local police, medical personnel, EMS, and public transportation workers are essential to the festival's success. While they do not work for the festival directly, they keep those thousands of visitors moving, safe, and happy during their visit. Science fiction enthusiasts see them as the inevitable blending of man and machine, hoping that once the technology is perfected, well all be flying around like Iron Man. While that may be a bit optimistic, applications of exoskeleton technology are already making their way into the industrial, medical, military, emergency response, applications. Exoskeletons are officially defined as wearable devices that augment, enable or enhance motion, posture or physical activity, according to the ASTM International committee developing exoskeleton standards. But Bill Billotte, the National Institute of Standards and Technology (NIST) physical scientist who serves as vice-chairman of ASTM Technical Committee F48, gets excited when he thinks about these mechanical extensions of the human body. The biggest challenge for Wolff and the Sarcos engineers was power consumption. Our first exoskeleton model required 6,800 watts and the batteries drained fairly rapidly, Wolff explained. Thanks to technological advancements in instrumentation and power components, someone wearing our current suit can carry 150 pounds at 3 miles per hour for an entire day on less than 500 watts. Power wasnt a concern when Joseph Zawaideh and Mark Doyle co-founded Levitate Technologies in 2013 in San Diego to develop and fabricate a passive exoskeleton device designed to augment extremities rather than the entire body. Acceptance Into Army OCS Acceptance Into Army OCS Army Officer Candidate School (OCS) is a 12-week program which graduates commissioned officers in the United States Army. Beginning in World War II, Army OCS was established to provide infantry officers for the war effort. OCS has remained an important commissioning source for the Army, along with Army ROTC and the U.S. Military Academy. OCS is located at Fort Benning, Georgia. Categories of Officer Candidates Basically, there are three categories of officer candidates: College graduates (civilians), current military (enlisted) and direct commission (doctors, lawyers, chaplains, etc.) All OCS graduates must serve a minimum of three years on active duty. Only about 60 percent of all those who apply are accepted for attendance at OCS. Civilian college graduate and current military candidates do not compete with each other for available OCS slots. College graduate applicants are chosen by a selection board convened by the Army Recruiting Command, and current military personnel are selected by a board convened by the Army Personnel Command (PERSCOM). Once selected, the graduation rate for OCS is over 90 percent. Civilian College Graduate Officer Candidates To be eligible to enroll in OCS as a civilian college graduate youll need to be able to meet the normal requirements of enlistment. OCS applicants need a four-year degree from an accredited college or university and must be U.S. citizens. You also should be able to qualify for a secret security clearance from the Department of Defense (although may not need to actually obtain the clearance until after graduation). A minimum score of 110 on the general technical (GT) segment of the Armed Services Vocational Aptitude Battery (ASVAB) tests also is required. Like any other Army recruit, you must meet height and weight requirements and will have to pass a physical at a Military Entrance Processing Station (MEPS). Application Process for Officer Candidate School The application process begins by talking to an Army Recruiter. In the Army, OCS candidates must enlist for the purpose of attending Army Basic Training. Once you pass the above criteria, and it has been reviewed for correctness by the Recruiting Battalion, you will be scheduled to appear before the Recruiting Battalion OCS Board. The board is composed of at least three commissioned officers. The board will question you on personal history, training, and experience. Each board member will make an independent appraisal of your overall qualification for a commission. If the board recommends rejection, you will be so informed. The processing ends at that point. If the board recommends acceptance, the results are sent to the Army Recruiting Command OCS Review Board, which does the final approval, and determines OCS class date. Once the review board approves the application, you will be enlisted in the Delayed Enlistment Program (DEP) and given a basic training class date. Current Military Applicants to Officer Candidate School These soldiers must have the same ASVAB score and citizenship status as civilian college graduate candidates. If youre an enlisted soldier and dont have a college degree, you may be required to take the Scholastic Aptitude Test (SAT) or the American College Test (ACT). You should be on track to complete your bachelors degree within a year of enrolling in OCS. a 60 in each area). Youll also need a score of 80 or higher on the English Comprehension Level Test (ECLT) if your primary language is not English. And you should have no convictions by civil or military courts. Note: You cant apply for OCS until after youve completed advanced individual training (AIT). Active Military Who May Apply to Officer Candidate School Active Army warrant officers or enlisted members who have completed AIT and reported to their first permanent duty station may apply. Soldiers assigned to overseas commands may apply at any time. Former commissioned officers may apply if their only commissioned service was performed in one of the Armed Forces early commissioning programs for students in the health professions. Commissioned warrant officers, warrant officers and enlisted personnel of the USAR not on active duty may apply. Warrant officers and enlisted personnel of the Army National Guard of the United States (ARNGUS) may apply as prescribed by the Chief, National Guard Bureau. Application Process for Current Military For current military personnel, check with your chain of command about applying for OCS, because youll need their support. Your application form, along with supporting documentation (college transcripts, waiver requests, letters of recommendation) are sent to the unit commander who reviews and approves the application. The unit commander then passes the application package through the intermediate commander (for review/approval) to the Installation Commander. The Installation Commander convenes an OCS structured interview. This process is conducted by three commissioned officers who will evaluate the applicants performance and application materials, which includes a writing sample. If approved, the Installation Commander passes the application through the MACOM commander (who can also approve/disapprove), who forwards the package to Army PERSCOM (Personnel Command), where the package is reviewed by an OCS selection board, who makes the final selections. The PERSCOM board selects the branch at the same time the OCS package is approved. About Officer Candidate School All  Officer  candidates must complete Basic Combat Training before they enter  OCS,  where they will be focusing their education and training on small unit leadership and tactics. OCS is divided into two phases. The basics of being a commissioned officer are taught in the first phase of OCS. This will include training the officer candidate in leadership and accountability. Being an officer requires responsible and capable people working together as a team. This phase focuses on testing those abilities.     Phase two is the testing and evaluation phase, which requires the candidate to use all of the skills learned and put them to the test in the field. Officer candidates are tested leading a team during an intense 18-day training mission.   In general, the Army allows the movement of dependents at government expense if the length of training (at a single location) is greater than 180 days. Candidates will have limited access to family members for at least the first seven weeks or so of OCS. After that weekend passes are conditional until entering the senior phase when restrictions are relaxed a bit. After OCS, a newly commissioned officer will attend  Basic Officer Leader Course (BOLC).  This is a three-phase training program designed to provide initial military training for junior commissioned and warrant officers in both active and reserve components.

Now it is time to set your plan in motion and land a fresh job with a new set of challenges in the different series youve chosen. Recombining what you need A degree of overlap between your previous experience and the requirements of the job you seek will be necessary. In crafting your most  effective resume- your ticket to an interview- you must bring this overlap to the forefront while minimizing or outright eliminating content that does not overlap. This may sound trivial, but it is actually a difficult task for many series-switchers. Finding and articulating relevant overlap is not as easy as it may seem. Years of experience in a given federal occupational series can impart significant knowledge and skills, but it also can create process, procedural, and linguistic  blinders. You have likely grown accustomed to doing certain things a certain way and relating to them using certain words and phrases. No matter how current and complete your resume may be, series-specific words/phrases/structure have a tendency to ossify your apparent qualifications and make referrals to a different series  hard to achieve. Overlap between the job you ha ve and the job you want must be found and leveraged to the maximum extent. This will likely involve rethinking, rephrasing, and generalizing specificity and jargon. This can be very difficult, especially if it has been a while since you have thought outside your series box. Most people are rightfully proud of their experience and its reflection in their resume. Experience takes years to develop, and documenting it all within a resume can be arduous. And with lengthiness accepted and even encouraged in federal resumes, it can be tremendously difficult to trim and feel unnecessary to leave out experience. You certainly need to impart experience and tenure. But irrelevance is irrelevance. The truly unnecessary should be trimmed as it hurts readability. It can be difficult to part with that hard-won experience on paper. Its like  the hesitation of donating your  favorite old sweater when you have set your sights on moving to the tropics. The old sweater is the unnecessary, dated  stuff in your resume  that doesnt apply to your future (tropical) job. Tailor your wardrobe, combining e xiting and new pieces, with an eye to where you are going- not from where you came. My Shirt-Changing Story I have a good example of a series change which is near and dear to me: my own. Newly married and facing a Base Realignment and Closure (BRAC) situation complete with an entirely undesirable “relocation”, I made the leap in 2010 from a very narrow, technical, specialized occupational series (0855 Electronics Engineer) to a slightly more general acquisition/business series with its own unique requirements and qualifications. The locations and agencies I shopped suited me better than BRAC’s forced option. This involved much unraveling of old sweaters and sewing of new clothes. Previously, my resume prominently featured jargon-y technical experience that would have substantially limited me even in the 0855 series. But after the help offered through an  on-site Resume Place course, I filtered out and recombined my experience with an eye toward specific positions I had in mind. For example: These old wooly yarns: Served as section lead for contract actions and micropurchases involving in-service engineering support for Mk 45 Gun Weapons System. Maintained Commercial-Off-The-Shelf (COTS) configuration matrices for componentry included within the Mk 45 Gun Weapons System, Mk 119 Gun Computer System Cabinet and Mk 46 Optical Sight System. Contracting Officers Representative for gun computer system hardware contracts. Developed engineering diagrams and configuration lists to be published in engineering technical manuals. Were re-knitted into these snazzy Hawaiian shirts: ACQUISITION ANALYSIS AND PROCUREMENT: Procurement expert for code/branch with extensive knowledge of management processes, organizational structures, and funding guidelines. Knowledge of and adherence to the Federal Acquisition Regulation (FAR). Procurement experience with standalone contracts as well as larger, omnibus contract vehicles. Developed expertise in federal stock system, micropurchase, task order authorship, budgetary documentation, and financial functions. As technical representative on numerous contracts, monitored progress from requirements formulation through post-award. Compared and validated contractor performance and deliverables. TECHNICAL PROCUREMENT OVERSIGHT:  Planned and executed highly technical life-cycle and end-of-life technology procurements. Made critical acquisition decisions concerning technology obsolescence and Commercial-Off-The-Shelf (COTS), end-of-life procurements. Helped implement new ideas, procedures, and processes for organizational-level program operations in ad hoc COTS working group. Managed contracts from requirements definition to post-award with special attention to technical specification as well as strategic budget planning. Prepared Statements of Work (SOWs) and evaluated contractor proposals. Developed innovative procurement strategy for a system test and evaluation facility utilizing an efficient mix of government furnished material (GFM) and local contractor services to meet time, urgency, and budget constraints. People (were) saying they didn’t have any openings right now, but offering or raising the possibility of some consulting work that might last through the summer, and (saying) we could talk more in the fall,” Giusto said. “Especially in July and August, when the number of job postings went way down, I built a network of people with different specialties I could turn to on a freelance basis to fulfill some of the more complicated engagements.”This “push” strategy on Twitter resulted in most of his job contacts coming to him, rather than vice versa. “Mostly they came through Twitter or they searched on LinkedIn for people with certain skills and found me that way,” he said.Start with a strategy, not a toolToo many job seekers approach their social networks the wrong way when they’re looking for a job, said Ellen Gordon Reeves, author of “Can I Wear My Nose Ring to the Interview” and consultant/career coach at the Columbia Publishing Course - a six-week, graduate-level training program on magazine and book publishing. Some just march right out and broadcast, “I need a job. Can anyone help?”“Desperation creates paralysis,† she said. “People get a whiff of desperation, and it turns them off, for one thing. When people feel out of control, they’ll say they’re happy to do anything. When you say that, there’s nothing in my brain (as a contact) that I can use to help you. I have all these networks and contacts and resources, but if I don’t have a clue what you’re looking for, I don’t know how to help you.
